In April 2012, the Odesa City Council leased 6 land plots totalling 2.7 hectares of land to the private International Humanitarian University. The peculiarity of this land is that it is located at the very seashore - at the 8th station of the Fontan. It was on a part of this territory that Harry Potter's Castle appeared.

Formally, Harry Potter's Castle was intended to host official delegations of the International Humanitarian University. At one time, it was ostentatiously used to accommodate students for temporary residence. However, due to its "pomp", it was believed that this building of the Moscow State University was the residence of Serhiy Kivalov (a pro-Russian Ukrainian politician) - the "Kivalov Castle".
